Access WHM template editor

I am trying to upload a template but can't find where to access: /usr/local/cpanel/img-sys/

It says: This template file will be saved as /var/cpanel/webtemplates/root/english/default.tmpl

I tried that and it did not work. I just wondered if there was an easier way?

Okay great. I have upload them here: home/appdorks/css

The user account is appdorks. Can you let me know the command you use to move them? Thank you,
