WASHINGTON, May 17 — An alarming report suggesting a new crisis at the notorious Chernobyl nuclear plant was denied late Wednesday by officials in Ukraine, who said the nuclear power plant was “operating normally.” The urgent Associated Press report quoted an anonymous U.S. official as saying a malfunction in a steam pipeline had forced officials at the plant to cut power by 50 percent. Chernobyl, site of the world’s worst nuclear disaster in 1986, is in the process of being phased out.
