The rationale is firmly grounded in our government's complex and intricate federalist system of checks and balances, in which gridlock was intentionally programmed to be prevalent by the framers of the Constitution as protection of our liberties and well-being in countless numbers of ways. (as I stop to take a breath.) The problem at hand has nothing to do with democracy, trust me in no other system are minoritarian rights more trampled over than in a system of direct-democracy absent of any form of internal checks, whereup majority rules. Think about it - if the majority ruled all the time, where would that leave minorities (of religion, race, beleif, preference, etc.)

To summarize his words, our system of government which is seemingly frustrating, functions as a clockwork. Certain things are difficult, and may appear totally unfair (or as he said "evil"), but in the big picture of things, such is necessary for our unique nation (in its diversity, structure, sheer size, and 3 impeccably designed branches) to bear legitimacy, and for us, as its citizens, to be safeguarded against massive abuses of power.
