Oh... I could have voted for two here... But since I know more about RPG Maker, I voted that.
The other one I am familiar with is Multimedia Fusion Developer. The thing I like about it that you don`t have to code anything there... It is based on pure logic. You set a condition, and when that condition is met, a defined action happens. Simple and effective.
