Imagine a world in which Libertarians would be the ruling US government ... of course, since they want no government, it would be minimalized.
Who would enforce copyright then? The copyright owners themselves. The take down notice would then simply read "This web site has been taken down by Companies X, Y and Z for copyright infringement."
Or, if there'd be no police anymore and no military, and no government that actually does something, companies would resort to violence perhaps, building their own corporate police and armies. In science fiction, such scenarios are sometimes found. In such a case, the take down notice would perhaps read like this: "This web site has been taken down and their owners shot to death by Companies X, Y, and Z. We're also pursuing all users of that website, so look out. We already killed 112,876 users and counting!

That'd be an economist dictatorship: When economy alone rules a country.
I can only say: Be glad there's still a government.
p.s.: It's much more profitable to kill and sell the bodies of perpetrators instead of jailing them, so in an economist dictatorship, the perpetrators would be killed by a automated company-XYZ-police-bot and then transported to the closest dissection facility to sell the parts. Perhaps they would also save the money for a bullet, and instead stun the target and dissect it alive. So, always be careful what you wish for!
