Your list has many of the good ones, but I would have to say the Resident Evil Code: Veronica is a must have game because every game frustrates the player in some way and this game was made to make you jump and shudder.

Million Dollar Kiss 2 is also a good game.

I haven't played any of the sports games, but I've heard they are all very good.

Capcom VS Marvel is the best thing you'll get if you don't want to continue feeding those arcade machines and Armada's replay value is almost as good as Super Smash Brothers'.

There's lots more games that are must-haves and everyone has their own preferences. I think I can confidently say the library of quality games for the Dreamcast are increasing each day.
