Shimeng.dll is not valid error when opening Internet Explorer

To solve this issue,

Put your XP cd and type the command in run ?sfc /scannow?. This will fix the corrupted system files.

Else search for shimeng.dll file in the XP cd. Copy that file and paste it in C:\Windows\system32.

If you are not able to find it, try downloading ShimEng.dll from the below link,
