It depends on for what purposes your will use the VPS.If you are an average user and you do not need to install any software on the VPS that is related with the Operational System, then you can use the Hepsia Control panel. It is very "user friendly" and provides many functionalities with one click. Note that the Hepsia CP does not offer complete root access and all changes that you make to the OS settings, will be reversed once the VPS container is restarted.If you are more familiar with the WHM/cPanel control panel and you need full root access to your VPS, then you should choose cPanel as your control panel.
As far as I'm concerned, I believe that making use of cPanel is always better. It offers you more features to run everything you need smoothly. As long as you have the plan to grow your project, it's better to use cPanel.
I don't know Hepsia Control panel. I hve alwys used cPanel s my web hosting control panel manager. I have been using cPanel for 7 years and so far I never have hand any issues. I have enabled 2FA on my cPanel account.
