What OS?
Is it possible that you're not loading the wrong drivers?
A couple of things to check:
That you have the correct monitor set in the Display properties.
That you have the right driver installed.
I'm apt to think that it's a driver issue because you can't set the resolution above VGA, AND you're having the issue with 3D games.

Open the system properties in the control panel and look at the device manager tab...any conflicts?
Another thing to try is to remove every card from your computer except your video card and see if that fixes the problem. If it does, your video card has a resource conflict with another card in the system.
Other possibilities:
Stupid one to suggest..but incorrect drivers.
Virus.
Video card could be bad.
If it is any of these last three, the procedure above should tell you that.

i KNEW it would be something stupid
cause i tried all of the logical things and this was SO ILLOGICAL
it turns out
that if you have NETMEETING running in the background, you cant DO ANYTHING reguarding your display card because it needs to preserve its settings for video chat
i noticed when netmeeting was open, i couldnt open any game of anysort that involved the video card or 3dfx and i couldnt change my resolution or the color
but ever since i closed netmeeting running in the background, everything was fixed
