That is possible. One example that comes to mind is the Manhattan Project. During that project some of the scientists tried to spread a rumor that they were working on electric rockets. I don't think they were very successful, but they did try. Also, I have seen some instances where the U.S. military seems to encourage myths like UFOs and the "alien autopsy," perhaps to help conceal the projects they are actually working on.
