Does your ISP ever throttle your bandwidth? If so, when?


Mine throttle's the speed of torrents during the evening, as it's "peak" time, but I've also noticed that our ISP sometimes throttles our bandwidth randomly during the day.
 
Every time I download something for longer than a minute, my bandwidth drops from about 2.5MB/s to around 2.0MB/s. It used to go from around 1.8MB/s down to 1.0MB/s. This is why I hate my ISP, among many other thousands of reasons.
 
Where I used to live it would go to **** at around 11pm for any time ranging from 30 minutes to until the morning pretty much every day, making it near impossible to do anything.
Then again, from all of my experiences and most of those who I've talked to, Sky internet is a massive ****.
